Como parte de la implementación del Control Interno en la Universidad de Sancti Spíritus “José Martí Pérez” (Uniss) a partir de las normas establecidas por la Contraloría General de la Republica de Cuba (CGRC), mediante la resolución 60 del 2011 y la necesidad de armonizar los procedimientos para su ejecución a las condiciones específicas de Sede Central y todas sus áreas, existe la necesidad de elaborar un manual que oriente y regule su materialización y perfeccionamiento continuo. Es preciso, para ello, partir de los objetivos estratégicos trazados para la Universidad y las características que definen la organización estructural y funcional de la misma. Se emplearon métodos de nivel teórico, empírico y estadístico, así como técnicas e instrumentos que permitieron analizar las causas del problema y proponer el manual de control interno. El diagnóstico arrojó las limitaciones en la aplicación de procedimientos de control interno, fundamentalmente en las áreas de la Uniss, que no se encuentran acorde a las normativas vigentes en Cuba. Los resultados de su evaluación, a partir de las técnicas aplicadas, consideran que el mismo es pertinente, adecuado, con posibilidades de aplicación, previa validación; sin la utilización de grandes recursos, generando la participación activa y consciente de los trabajadores de estas áreas, lo que evidencia su efectividad.
As Jose Martí Perez (Uniss) as from established standards splits of the implementation of Internal Control at Sancti Spirits’ University for Comptrollership General of the Republic of Cuba (CGRC), by means of the resolution 60 of the 2011, and the need to harmonize the procedures for his execution to specific Side Central's conditions and all his areas, exists the need to elaborate a manual that guide and regulate his materialization and continuous perfecting. It is necessary, for it, to depart from the strategic objective lenses drawn for the University and the characteristics that define the structural and functional organization of the same. They used methods of theoretic level, empiricist and statistician, as well as techniques and instruments that they permitted analyzing the causes of the problem and proposing the manual of internal control. The diagnosis yielded the limitations in the how-to application of internal control, fundamentally in Uniss's areas, that do not find in agreement ground rules in use in Cuba. The results of his evaluation, as from applied techniques, they consider than the same it is relevant, made suitable, with possibilities of application, previous validation; without the utilization of big resources, generating the active and conscious participation of the workpeople of these areas, that evidences its effectiveness.
